# How to Prepare Your Books When Moving Out of the Composition Scheme ## Identify why the scheme is ending A business may choose to leave composition or cease to satisfy an eligibility condition. Those cases require a clear event date and the appropriate action. A turnover breach, incompatible outward supply or voluntary commercial decision should not all be described as an arbitrary change made whenever the accountant opens the portal. Rule 6 addresses both withdrawal and loss of eligibility. It links normal taxation to the day the conditions cease to be satisfied in the relevant case and provides the FORM GST CMP-04 process. Check the applicable deadline and effective treatment from the actual facts; delaying a portal filing does not necessarily postpone the underlying change. ## Create a dated transition file Record the reason, event date, last period under composition and first period under normal taxation. Keep the turnover calculation, contract, order or management decision supporting the change. If the event was discovered later, preserve the actual timeline rather than choosing a recent date to hide the earlier period. Review the other registrations under the same PAN. The composition rules provide common-PAN consequences for withdrawal or denial, so do not treat one branch's exit as an isolated local software setting. Inform each responsible accounts team and reconcile the intended effective position across all relevant GSTINs. Illustratively, a trading firm identifies an eligibility-ending event on 17 July after accepting a new sales model. It should examine supplies from that event onward and determine the proper exit action. Labelling all July sales as composition merely because the month began under the scheme can leave post-event transactions wrongly treated. ## Close and preserve the composition records Complete a sales register through the relevant cut-off, retaining bills of supply, returns, advances and collections. Keep purchases and any reverse-charge records in the same period file. Reconcile tax payments and applicable statements or returns rather than assuming the exit means the earlier composition obligations disappear. Identify open customer balances, supplier balances and pending sales returns. A payment collected after exit can relate to an earlier composition sale; it should not automatically be recorded as a fresh normal-tax supply. Retain original document references so the later collection, return or adjustment can be treated from the correct facts. Keep copies of scheme-entry records and earlier filings. If the eligibility event is disputed, that history helps establish what the business declared and when its operating model changed. Do not overwrite past scheme status in the accounts without keeping a clear audit trail of the correction. ## Prepare the stock-credit evidence Section 18(1)(c) provides a conditional entitlement when a registered person ceases composition: eligible inputs in stock, inputs contained in semi-finished or finished goods and capital goods are reviewed on the specified day preceding normal-tax liability. Capital-goods credit is subject to the prescribed reduction. This differs from a universal claim of all GST paid while in composition. Take an item-level inventory snapshot with location, quantity and purchase invoice linkage. Separate goods still held from items already sold or consumed, and distinguish capital assets from inventory. Check invoice age, business use, credit restrictions and the applicable declaration rules before deciding the amount that can actually be claimed. For a manufacturer, support inputs embedded in work in progress or finished goods using production and materials records. Do not calculate opening credit as a percentage of the finished goods' selling price. The relevant amount concerns qualifying input tax supported by the statutory conditions and records. ## File the relevant forms and reconcile the outcome Use the current portal withdrawal workflow and authorised signing process for CMP-04 where applicable. Retain the submitted application and acknowledgement. A draft withdrawal form or an email telling the preparer to change scheme is not the completed portal action. Review FORM GST ITC-01 and its applicable timing, evidence and certification conditions for the special credit entitlement. Prepare the declaration from the verified stock and asset schedule rather than filling it from a general purchase-tax total. Keep its acknowledgement separate from the withdrawal acknowledgement because each completes a different task. Reconcile any validly claimed amount to the electronic credit ledger and books. If an item is not eligible, do not leave it as an unexplained tax asset merely because management expected a benefit. Resolve differences between the calculation, filing and ledger before using the balance in later returns. Tell the person handling customer returns which historical documents remain under the earlier scheme. A return received after exit is not automatically a new normal-tax purchase from the customer. Retain the original sale reference and review the relevant adjustment treatment before issuing a document, especially where the customer has already recorded the earlier bill of supply. ## Switch billing and monthly controls Set up normal tax invoices from the legally relevant date with correct GST rates, tax treatment and customer details. Check open quotations and fixed-price contracts before adding tax to amounts already agreed. The legal payment obligation and the commercial ability to recover it from a customer are related but distinct questions. Test a small sample of the first normal-tax documents, including one sale return or advance adjustment where relevant. Ensure the old composition wording and separate tax settings are not mixed on the same invoice. Update staff instructions and customer or marketplace masters so the changed status reaches the tools people actually use. Finally, set the normal-tax filing calendar and purchase-credit reconciliation process. Review the first period carefully for duplicate sales, missed post-exit supplies and unsupported opening credit. A controlled exit leaves a clear dividing line in the records while preserving links to transactions that began under composition and finish after normal taxation starts. ## Sources and references - [CBIC: Central Goods and Services Tax Act, consolidated through August 2021](https://cbic-gst.gov.in/pdf/CGST-Act-Updated-31082021.pdf) - [CBIC: CGST Rules, official compilation including registration amendment rules](https://cbic-gst.gov.in/pdf/10112020_CGST-Rules-2017_Part-A_Rules.pdf) - [Notification 36/2023-Central Tax: goods supplied through ECOs by composition taxpayers](https://gstcouncil.gov.in/sites/default/files/2024-05/gst-ct-36-2023.pdf) - [GSTN: Applying for normal taxpayer registration](https://tutorial.gst.gov.in/userguide/registration/Apply_for_Registration_Normal_Taxpayer.htm)
