Explain the actual use of the purchase

Section 16 links input credit to supplies used or intended for use in the course or furtherance of the registered person's business, subject to other conditions. A business-use note should therefore explain what was bought, who uses it and which activity it supports. “For office use” may be too vague for a purchase whose invoice description gives no useful context.

Start with the correct legal person and GSTIN. A company paying for its owner's separate proprietorship does not establish the company's business use merely because the payment came from a company account. Identify the recipient and actual beneficiary before collecting more supporting documents.

Use the evidence the business already creates: purchase requisitions, project codes, customer contracts, work orders, asset assignments or departmental records. The objective is a connection that another reviewer can understand. Avoid manufacturing a retrospective memo with generic wording that contradicts how the item was actually used.

For production materials, link the purchase to stock and manufacturing records. For software, identify the users, licence purpose and business process. For professional services, identify the engagement and expected output. These records explain use more effectively than a manager's signature alone, which may show spending authority without addressing tax conditions.

Illustratively, a Hyderabad distributor buys a ₹70,000 inventory-scanning device with GST shown separately. Its file can link the invoice to the warehouse project, assigned device register and dispatch process. The same invoice posted under “equipment” without any location or user would provide less evidence of who uses it and for what purpose.

Distinguish intended use from unsupported expectation

A purchase can relate to a genuine planned activity before commercial operations begin. Keep the approved project, premises, customer plan or implementation record showing that intention. Do not assume lack of immediate revenue automatically means personal consumption, but do not rely only on an owner's unrecorded hope that an unrelated purchase may one day help the business.

Review the position if the plan changes. Equipment acquired for a taxable production line may later be reassigned to an exempt activity or private use. Preserve the original intention and later transfer records so the credit adjustment can be assessed under the applicable provisions instead of rewriting the original purpose note.

The tax review should follow events, not defend an earlier conclusion at all costs. A dated change-of-use entry is more useful than leaving the asset permanently coded to a project that was cancelled months ago. Make the business contact responsible for reporting that change clear.

Separate business purpose from blocked-credit exceptions

A purchase may genuinely support business and still fall within a restriction under section 17(5). Food, specified employee benefits, certain vehicles, construction and gifts require category-specific review. Do not write that every marketing or staff-welfare expense qualifies because it ultimately helps sales or productivity.

Where an exception is relied on, document the precise fact supporting it. For an obligation imposed by law, identify the relevant legal requirement and its scope. For an onward supply of the same category, retain the customer contract and supply records. A company policy can demonstrate management intention but does not itself become a statutory obligation.

Construction files need particular care because current law includes the 2025 amendment concerning plant and machinery. Business necessity or capitalisation alone does not establish eligibility. Keep the asset description, contract and classification analysis separate from the broader statement that the premises support business operations.

Identify personal and exempt activity use

Ask whether the item is exclusively business, exclusively personal or shared. A phone, vehicle or workspace may require a supported allocation rather than an all-or-nothing assumption. Record available usage evidence and apply the relevant statutory method; do not invent a standard business percentage for every employee or owner.

Also distinguish business use for taxable supplies from business use for exempt supplies. Both can be commercial activities, but their credit treatment differs under section 17 and the applicable rules. A project marked “business” in the ledger does not resolve the taxable-versus-exempt allocation.

For common inputs and services, retain the direct-attribution review before applying a turnover-based method where required. For capital goods, use the applicable capital-goods framework. Do not move every purchase into a common pool merely because tracing individual uses takes more effort.

For rented or shared assets, keep the agreement showing what the business can use and who controls it. A supplier invoice describing a monthly facility charge may need that context to distinguish a business resource from a personal amenity. The agreement should describe the actual arrangement rather than a convenient tax category.

Record the decision with the people who know the facts

Have the operating department confirm facts such as location, users, project and actual activity. Have the person responsible for tax treatment assess the applicable conditions. The distinction helps prevent an engineer's approval of a machine's usefulness being presented as a legal opinion on input credit.

Maintain a short record of the conclusion, evidence, mixed-use issue and review date. If evidence is missing, mark the claim as unresolved and identify the next action. Do not convert uncertainty into a positive claim by adding a broad statement that the purchase is “essential for business.”

Business-use evidence is strongest when it is part of routine purchasing and asset management. A clear link between invoice, activity and actual use supports a sensible credit review while leaving receipt, reporting, payment, restrictions and deadlines to their own checks. That produces a defensible decision without pretending that business purpose alone settles the whole entitlement.
