Read the notice before collecting more documents
A GST registration clarification notice asks for information, explanation or documents concerning the application. First download the complete notice and record its reference, date, application number and stated issues. Do not rely on a forwarded screenshot that omits the deadline or the final page describing what the officer wants clarified.
CBIC's 17 April 2025 instruction describes use of FORM GST REG-03 for registration clarifications and FORM GST REG-04 for the applicant's reply. It identifies issues such as illegible documents, address mismatches, incomplete premises details and relevant earlier registrations. The useful response is therefore specific to the actual application, not a standard paragraph saying all documents are correct.
Establish the response deadline and responsibility
The instruction states that the applicant is to furnish the REG-04 reply within seven working days from receipt of the REG-03 notice. Read the notice and applicable portal information carefully and record the relevant receipt and due dates. Do not assume that forwarding the notice to an adviser stops the time running.
Appoint one person to own the response and another, where practical, to review the facts before signing. List any document dependent on a landlord, partner or bank and request it promptly. Plan submission before the final day so a scanning, signing or portal problem does not consume the remaining window.
If a genuine issue affects timely response, preserve the facts and seek appropriate assistance through the official route. Do not treat a phone conversation or an unanswered email as an extension. The business should keep proof of what it received, what it submitted and when, especially if the application later becomes disputed.
Build an issue-and-evidence table
Copy each substantive question into a working table, using your own short summary. Add the proposed answer, source document, discrepancy being resolved and person confirming it. This prevents an apparently complete document bundle from leaving one question unanswered. Avoid repeating the notice's wording at length; the table is a practical response plan.
An illustrative notice says a rent agreement shows “Unit 6” but the application says “Unit 9,” and the uploaded last page is unreadable. Those are two distinct issues. The reply should establish the correct occupied unit and provide a readable complete agreement, then explain whether the portal field needs correction through the available process.
Do not upload another electricity bill without stating how it answers the question. A short explanation connecting the bill, agreement and actual unit is more useful than several unexplained attachments. If the applicant made a genuine mistake, acknowledge it accurately and use the permitted correction mechanism instead of insisting every existing entry was already correct.
Match evidence to the applicable document guidance
For premises issues, consult the possession category. Ownership, registered rental agreements, unregistered agreements and consent arrangements have different supporting evidence under the 2025 instruction. A landlord's entire identity file is not automatically required for every rented location, and a consent letter is not a substitute for a genuine lease without understanding the arrangement.
For constitution issues, provide the relevant current record, such as a partnership deed where appropriate. Check names, signatures, relevant amendments and applicant identity. If an old deed lists retired partners while the form includes new ones, explain the history through the actual current records rather than deleting inconvenient people from the application.
The instruction cautions against unnecessary additional documents and presumptive queries. Where a request appears unrelated or excessive, prepare a respectful factual explanation referring to the relevant prescribed evidence. Do not ignore the notice merely because you disagree with the request; use the response opportunity to state what the submitted record establishes.
Write the reply so it can be checked
Number answers in the same order as the issues and identify each attachment clearly. State the fact, explain any mismatch and identify the record supporting the explanation. Keep dates and names consistent. Avoid broad assurances such as “fully compliant in all respects,” which neither answer a document query nor establish a specific business fact.
Ensure every scan is readable and complete, especially property schedules, signatures and validity dates. Follow current file limits without compressing text into illegibility. Keep a copy of exactly the files submitted rather than assuming the adviser will retain the same version indefinitely.
If several people provide information, reconcile their answers before filing. A partner may describe an office as owned while the agreement shows it belongs personally to another partner and is used by consent. The response should reflect the actual legal arrangement, with one coherent explanation approved by the applicant.
Submit through the prescribed workflow
Use the application-for-filing-clarifications process available for the application on the official GST portal. Review the reply and attachments, then have the authorised person complete the required signing and submission. A saved draft, email to an officer or message to the accountant is not equivalent to a filed REG-04 reply.
Retain the submission confirmation and track the ARN status. GSTN distinguishes “Pending for Clarification” from “Clarification filed—Pending for order.” Check the displayed state and the submitted reply record if status appears inconsistent. Resolve the actual issue instead of submitting a duplicate registration application to bypass uncertainty.
Finally, keep the notice, response, evidence and outcome together. A well-organised reply makes the application's facts easier to verify and creates a reliable record if the officer seeks further action or issues an order. The aim is a supported answer to every material issue, submitted through the right channel within the applicable time.
