Begin with what service is supplied

A consultancy, repair business, training provider and digital subscription supplier can face different GST rules. Describe the actual service, customer and contract before assessing registration. A generic activity label such as “professional services” may be too broad where exemption, place-of-supply or special registration provisions depend on a more specific category.

Distinguish the legal person supplying from the brand and the individuals performing the work. A proprietor's consulting fees and a company's service revenue belong to different PAN-based persons even if one owner controls both. Conversely, two brands operated by the same proprietor do not automatically receive separate turnover tests.

Build a customer and contract map

List registered Indian businesses, unregistered Indian customers, overseas customers and other relevant groups. For each material contract, record who receives the service, the location information, GSTIN where applicable, service description and pricing terms. The customer's payment account or an email domain is not enough to establish every location fact.

Check whether the contracting entity and invoiced entity are the same. A multinational group may ask an Indian office to arrange work for an overseas company, or one branch may pay another branch's bill. Resolve the recipient facts from the contract and actual service rather than selecting the address that produces the preferred tax result.

For a business with many small customers, design an intake process collecting the information needed for its service category. Do not ask every customer for unrelated documents, but avoid leaving location and registration status blank until the first return. Correct classification is much easier before invoices and payments accumulate.

Identify the establishment supplying the service

Map offices, branches, employees and any other operating locations. Registration focuses on the State from which taxable supplies are made under the relevant framework. A customer's presence in another State does not automatically mean the service supplier needs a registration there, but a genuine supplying establishment can change the analysis.

For services, examine the relevant location-of-supplier and fixed-establishment facts and the establishment most directly concerned where applicable. Remote work, occasional travel and a permanent branch should not be assumed identical. Keep staffing, premises and contract evidence supporting the business's actual position.

Illustratively, an Ahmedabad consultancy serves a Delhi customer entirely from its Ahmedabad office. The customer's address alone does not establish a Delhi supplier registration requirement. If the consultancy later opens a staffed Delhi office that performs and supplies services, the changed establishment facts need a fresh review rather than automatic continuation of the earlier conclusion.

Reconcile turnover across all channels

Aggregate turnover includes relevant taxable, exempt and export supplies under the same PAN across India, with the statutory exclusions. Use the supply register, not profit or net receipts after platform charges. An export fee may count in aggregate turnover even where no output GST is paid under the eligible export route.

For service businesses, the ordinary registration threshold is generally ₹20 lakh, with the lower ₹10 lakh framework applying to the relevant special-category States under section 22. Check the current State position and other registration provisions before applying the figure. The conditional ₹40 lakh exclusive-goods exemption is not a general service-business threshold.

A proprietor with ₹14 lakh of domestic consulting and ₹8 lakh of qualifying export services should not compare only ₹14 lakh with the relevant registration limit. Equally, a ₹5 lakh owner loan should not automatically be added as service turnover. Keep the inclusion and exclusion reasoning visible in the working sheet.

Check inter-State and platform exemptions precisely

Notification 10/2017-Integrated Tax provides a conditional exemption for certain inter-State taxable service suppliers within the relevant turnover limits, with its State reference later aligned. Do not repeat the blanket statement that any service invoice to another State compels registration irrespective of turnover.

Notification 65/2017-Central Tax separately addresses qualifying services supplied through operators required to collect under section 52, excluding the specified section 9(5) supplies from that notification's route. Review the actual platform role and service. A restaurant, passenger-transport provider and freelance designer on an app should not automatically be assigned the same registration answer.

Other compulsory registration situations can still matter, including specified reverse-charge obligations, agency roles or special overseas digital-service provisions. Identify the actual legal trigger and any relief applicable to it. A general turnover exemption should not be used to erase a separate unresolved issue without checking the relevant conditions.

Maintain a list of service categories that require a special place-of-supply check before quotation. Property-related work, event services or another fact-specific category should not inherit the default result from a previous consulting engagement. Give sales staff a short escalation instruction tied to the actual service, so unusual contracts reach the reviewer before pricing and invoicing are committed.

Review exports and operating readiness

An overseas customer does not alone establish an export of services. The IGST definition includes supplier and recipient locations, place of supply, permitted payment and the condition concerning establishments of the same person. Retain the contract and payment evidence and check the applicable place rule before classifying revenue as an export.

If registration is required or chosen, prepare identity, premises and signatory records and a usable invoice process. Distinguish tax-exclusive and fixed final-price contracts so the business understands the commercial effect of registration. Customers' potential credit eligibility should not be guaranteed merely because the supplier will hold a GSTIN.

Keep a dated service-registration note with the turnover review, location map, exemptions and unresolved facts. Revisit it when the business opens an office, changes service lines, adds a platform or crosses the relevant turnover level. That makes registration a supported operating decision rather than an assumption attached permanently to the first client contract.
